The US Defense Advanced Research Projects Agency (DARPA) is launching an ambitious initiative called “Theory of Mind” aimed at enhancing national security decision-making.
This project seeks to develop new technologies that will empower decision-makers to better understand and engage with potential adversaries, optimizing strategies for deterrence and incentive-based actions.
In a brief announcement, DARPA explained that the “Theory of Mind” program will combine advanced algorithms with human expertise. This integration will occur within a sophisticated modelling and simulation environment to explore various national security scenarios.

The intention is to broaden decision-makers’ options and improve efficiency in assessing potential courses of action, and a key aspect of the program is its focus on understanding not just the current strategies of adversaries but also how those strategies evolve.
By breaking down these strategies into foundational components, DARPA aims to offer a clearer view of how adversaries might change their behavior under different conditions.
Eric Davis, who joined DARPA in February 2024 as the principal scientist for this initiative, leads the program. Before joining DARPA, Davis specialized in Artificial Intelligence (AI), machine learning, and human-machine collaboration at Galois, a research and development firm that has worked with various significant government entities, including the U.S. Intelligence Community and NASA.
While the specific adversaries are not detailed in the announcement, the implications of developing such an algorithm raise concerns. Once released, controlling how this technology is used might be challenging.
The term “adversary” itself, defined in the Department of Defense Dictionary, refers to any entity recognized as potentially hostile, broadening the scope to anyone perceived as a threat.

Critics, including the American Civil Liberties Union (ACLU), labelled TIA as a significant overreach, likening it to a “Big Brother” surveillance program.
